Abstract

This article analyzes the disparaty of 21th century man and knowledge access emphasiz-ing the complexity to apprehend the transformation reality. It presents the basic points of reflection about illiteracy, literacy and cross culture cencepts and the schoool and the school library function in the learning process and world comprehension – informa-tional competence. It reflects on new perspectives for the knowledge organization and dissemination, mediation, and multirange and the necessity of public policies in behalf of the informational and communicational literacy potentiation.
