The ICMS of cultural heritage along twenty years, has been shown an efficient mechanism of financing in the protection and safeguard of the people from the Minas Gerais. But, it’s observed that participation and understanding of the local communities are still very incipient, although the public politics and its regulation of their cultural heritage require the empowerment. The aim of this paper is to start a critical analysis about losses caused by the lack of knowledge of the councils that, mostly, don’t have access to the information retrieval that is in the ICMS documents, and to indicated ways, using to some tools from the information science in order to try to minimize these losses. It was used a qualitative methodology, substantiated on the documental research and analysis, to observe some difficulties found by the councils. As a final consideration it’s possible to say that: the documents generated for the IEPHA are very important, because they are largely used in this paper as a source of research. And it's expected that through of the dialogue started in these paper, the information science, architecture, library science and others sciences can start new researches related to the documents.
